Hey there. I'm planning on making a Thief later this week and I'm just curious on what the best armor set in Oblivion is for bow users / thieves. I know that glass is the best but is there a specific set that's better? Thanks!

Amber armor, unenchanted, from the Shivering Isles.

Then, enchant it yourself using an ENchanting station. The Mage's Guild HQ has some, and so does Wizard's Lair, if you have that DLC installed.

Only problem is, you need to be able to cast the spells you want enchanted, not just know them.
