The best light armor in vanilla Oblivion is glass armor. It starts showing up at level 20 on hostile NPCs. There might be a few static locations of glass armor in the game, but I'm not sure where. I do know there's a Glass Helmet called http://www.uesp.net/maps/obmap/obmap.shtml?centeron=Fin+Gleam with an enchantment on it.

If you have the Shivering Isles expansion, then the best light armor is Amber Armor, which is obtained by finding Amber pieces found in dungeons.

The BEST Light armour you can find (And it actually is quite easy to find if you know where to look) Is Glass Armour. Its the best light armour in the game based on the usep (Unofficial elder scroll pages Wiki) and the Manual and the Gamers Guide to Elder Scrolls IV Oblivion.

If your say Level 20, almost EVERY Bandit and Hostile humanoid that will kill you ALWAYS has at LEAST 1 piece of Light Armour. However, Theres a 10 percent chance that they will actually have the FULL Body set unless your a glitched or very high level. (Based on Experience) I Can EASILY Tell you how to do an infinite level glitch.

If you want to acquire a full body set that you BUY, get ready with a pocket full of gold. Youll almost never find Glass Armour being sold in the Imperial city. So I suggest going to a diffrent city. Ive had luck in Bruma surprisingly. Good luck.
