Best Mod for level scaling?

Hey,

I was wondering what the best mod is for getting rid of the fact that enemies level with you. But a really good one, as in, even when I still may be a higher level and therefore goblins I can destroy, there are still creatures that are tough. Are there mods out there like this? So, no matter how high you level, you stll have a mixture of tough and easy creatures.

OOO or FCOM.
If you are new to mods I recommend OOO wholeheartedly.

Aye, I've read about OOO. Thing is, there's so many mods, and imo, TOO many mods that I feel like it's taking the whole game of Oblision as it was created away. I don't want to completely change Oblivion as it is tbh... what exactly does OOO change? I don't mind using texture mods and enhancing the game slightly, but that mod is supposed to change quite a bit isn't it?

There are other smaller mods that alter the level scaling as well as the big overhauls. I use Adventurer's Oblivion and it does a good job.

Hmm. So basically, the type of levelling system I was asking for is a little too hard to get my hands on. It needs to be one way or the other. I suppose the closest to what I suggested would have been random..

This plug-in undermines the leveled gameplay in Oblivion, although it doesn't completely disable it. There is now a chance of encountering any type of creature in the wilderness (provided you are in the right region) regardless of your level. NPC (Bandits, Necromancers, Town Guards etc.) attributes, skills and spells are still leveled though.

Note: This affects the content in the original, unmodified Oblivion game. Content from user-made mods, official mods or expansions may or may not be affected.

COMPATIBILITY WARNING: This plug-in edits some important parts of the game and may not be compatible with some non-M.O.E. mods. Please don't ask whether this is compatible with mod X or not. I rarely play other user-mods so I probably don't know.

OOO really has the best scaling design behind it, IMO. Random is just that; there are times when it will simply make no sense for a particular creature to be in a particular place. OOO has a lot of thought behind where things are put.

I agree that it does a little too much, but having finally given it a try, I think the benefits outweigh the issues. And, it's still Oblivion at the heart... none of the changes it makes cause the core game experience to be too different in the ways that matter.

Finally, modern modding technology -- OBSE, Wrye Bash -- make OOO look even more unnecessarily monolithic, but at the same time, they allow more recent mods to have few if any real conflicts with it.

Not sure what you mean. OOO basically does exactly what you asked for in the OP. It also addresses another issue with the vanilla game, namely that everything is random. Why bother dungeon crawling in the long run when just about everything that turns up is random. OOO has lots of handplaced items and bosses, so there's actually a point to explore dungeon x rather than dungeon y.

Is there a mod that gets rid of the level scaling in shivering isles? I can't find anything

http://francesco823.tripod.com/index.html might be just the thing. Check it out - highly modular, smaller than some other similar-ish mods, doesn't need to change much about the game at all. You decide.

No, I'm not biased (currently building an FCOM install, which has OOO at the "heart of it", in fact.) But I have run just Fran's, as far as overhauls go, and it's very good, and sounds so much closer to what you might be wanting than, say, OOO.

I tried OOO some months ago, but didn't really like everything it did. Now i'm playing with Fran's and find much more fitting to my playstyle, and the rest of the mods i'm using.
