Well, let's see...
WINDHELM: None of my characters live here. Snowy, oppressive, and filled with squalor and discontent. No place to raise a kid. Not recommended.
SOLITUDE: My Dunmer and her Nord husband live there, with their adopted son Blaise. It's safe, there are kids to play with, and there are plenty of good role models in the Legion. An excellent choice.
WHITERUN: The house is kind of small, but it's a sunny, safe, friendly town. Only downside is some of the other kids in town are kind of nasty. Despite that, recommended.
RIFTEN: My Imperial lives here, with Mjoll and Runa. It's a nice, rustic town with an organic feel to it. However, the influence of the thieves guild is definitely felt. Recommended for thief characters who don't mind their kids mixing with Brynelf and his like.
MARKARTH: My Redguard lives here, with his follower Vorstag (who usually hands out at the tavern), his housecarl Argis, Alesan, and Sofie. safest city in the Reach, despite the Forsworn. However, boys won't be very happy there. OK for parents of girls.

DAWNSTAR: No opinion. Never seen the place.
MORTHAL: My Nord lives here, with husband/steward Marcurio and daughter Lucia, with Valdemar and Vigilance watching them. My experience was that this is not without dangers, but all I had was one giant attack. Kids might find the place a bit scary.
FALKREATH: From what I hear, attacks here are frequent. However, the kids will be happy here, boys and girls alike.
Lakeview is admittedly not the best neighbourhood. Just up the hill from a popular sacrificial altar for necromancers, within easy walking distance of several bandit camps and a skeleton/vampire infested barrow. But one house carl equipped with Legendary weapons and armor then recruited as a steward, another house carl guarding the front door, a armored husky playing with the kids who are equipped with Legendary Dragonbone Daggers with high end Fear and Banish effects on them. Then there's the little lady Mjoll. A siege by the Imperial Army or Stormcloaks might need me to hurry home. Everyone else is a candidate for the Darwin awards.
Of the cities though, I'd say Solitude and Whiterun are both safe enough. Solitude if you prefer urban life and Whiterun if you want a place where you can take the kids for a picnic/mudcrab barbecue.
I'd say live in Lakeview, the kids need to learn to take care of themselves, and remember, if it doesn't kill ya, it makes ya stronger! The giants/bandits/wolf attacks will teach them valuable survival skills, so that in TES6, they can venture out and be the hero ! Besides, in Skyrim, kids can't die anyways, they are marked as essential .

Second, Thanks for all the replies yo, given me stuff to think over. Also I do know the kids never grow/age and can never be hurt. I should have put in this was just RP wise.
As for my kids home, I'm leaning towards Solitude. Mainly because with the Civil War over, it seems like a pretty safe place. Even though I own a Markarth home, and I love the way the city looks, I trust no one in that place. The guards are corrupt, Forsworn are crazy everywhere. I'm pretty sure a poltergeist lives in one of the homes there.
I do love Lakeview Manor, it is my favorite DLC home. It just seems to be located in a pretty bad part of town. Plus living in one of the walled cities mean when I do get married my wife won't get kidnapped. Because playing other characters that was a pain to come home after saving the world, to find out my warrior wife got grabbed by a random bandit group. I mean I could understand the first time, they didn't realize I was the guy that saved the world, but by the 5th time they should have known it was a bad idea.
I recently adopted a torchbug in a jar. He lives in Windstad manor and hasn't come to any harm so far.
Assuming you don't trick Falk into giving you a free house, of course...
That would probably work on consoles! Things like this remind me of my early Skyrim days where I would sit it an xbox party with my Finnish friends and senselessly cast a Soul Trap spell on a corpse to boost my Conjuration.

My normal policy is to build or buy the house that suits the character's personality.
My Dunmer is an elegant urbanite and devoted to the service of the Empire. She served the Legion, pummeled the Dark Brotherhood, and adopted the child of two fallen comrades. For her, Solitude makes total sense.
My Redguard is a dwemerphile: dwarven armor, weapons, and the ancient knowledge perk. What better place to live than the Markarth Mancave (well, former Markarth Mancave, since Sofie now dwells there)?
My Nord is an alchemist, so she's going to want a house with a greenhouse, garden, chicken roost, hatchery, kitchen, and the inevitable alchemy tower. Hence, Windstad Manor for her.
And while my Imperial might have nominally preferred Falkreath, since its climate is closest to that of his home, duty calls him to serve the people of his adopted home by eliminating the corruption from the Rift. Today, Honeyside, but tomorrow, Mistveil.
All four of these characters have kiddos, and all are pretty much safe. Even Lucia at Windstad: Marcurio, her adoptive daddy, is a frickin' beast!
I got so excited when I bought Honeyside and had the garden done up and I had MY VERY OWN CHICKENS!
I must admit, it did cross my mind to wonder whether I could safely slaughter these ones...
