Best way to handle created custom power

I am tinkering with a new custom power for the player to earn in my latest mod. Basically it will work like this:



The Dawnguard eclipse weather/animation will enable (the one where you blot out the sun with the cursed blood arrow thingy's).


My custom spell shadow flames will hit every enemy in the players field of view (this will be achieved with an area based magic effect with a large radius)


The Dawnguard eclipse weather/animation will be removed and the sky will return to normal.



The thing I would like help with is how best to handle the Dawnguard eclipse effect. Would it be better to record the eclipse effect as a bik move that plays every time the power is used or have the eclipse effect enabled/disabled via script?
