I just always walk around with mage armor up, and my alteration outpaced my destruction until about 60. Mage armor seems to skill up alteration according to how long you're in combat, but having it up before combat begins gets you a few extra seconds here and there.

Just be OCD about always keeping your armor on.

Telekinesis, once you have it. Sit in your house and make your dishes fly around while you read a book with your other hand. Because it continuously gains XP, you pretty much just keep the tractor beam working any time you aren't regening magicka.
