Same here, was able to finish 3 bugged quests that i couldn't finish in the previous beta. Was playing in the Ebonheart Pact for this one as a Imperial.
Yes, I was able to complete three previously bugged quests whilst the overflow server was open.
oh- also- they added- I think I counted 4 new female hairstyles and a few new adornments (to include a nose stud!) in the character creator.. Didn't check the male characters, but, I imagine it was about the same. The game went from two female hairstyles I like to about five!
That doesn't necessarily mean anything. I had a toon that I created in the 2nd beta, that was able to complete the some of the bugged quests early on the first day of the 3rd beta. Then when I came back on another toon, which was also created in the 2nd beta, I couldn't complete the same quests because they were bugged out. Even received an email after the 3rd beta was over about the Daughter of Giants quest being bugged at the rock wall part. The CSR said that is was because that's as far as you can go, in that quest, during the beta. Even though I was able to complete that exact quest like 4 hours earlier on a different character. BUT, I will be cautiously optimistic about the launch and hoping they have found a way to fix all the bugged quests.

they have already said they identified the problem (singular) that was bugging out all of those quests in the last beta (not saying that NO quests are bugged) and had addressed it for launch. It appears that that is correct (or- if it truly was population- at least- fixable) given the fact that quests were once again completable.
Makes you wonder whether they were broken simply because of capacity/thread issues.

From what most of us have been able to figure, the bugged quests were all caused by one issue regarding phasing during high traffic times. So, I guess the question is: how busy was the overflow server? Was it as crowded as the last test? If not, it may be hard to say whether it's actually fixed or not.
Though I'm also going to be cautiously optimistic.
right- I mean- the overflow server was pretty sparse just because it was spur of the moment and had a 4gig patch. Which goes back to- the last beta was a stress test where they were deliberately filled past capacity, which broke the quests. It gives me faith that they will have the numbers right by launch.
The only one that wasnt fixed for me was at the southwest part of Grahtwood where you have to duel a hunter to prove your worth to the tribe leader. Other than that, I was able to go back and complete all of the previously bugged ones.
Really glad they got them buttoned up before release!
It's good to see a LOT of quests that were buggy have now been fixed, that should kerb the ESO naysayers.
Few things I noted:
It doesn't seem fluid. Abilities seemed less responsive and keypresses didn't seem to be responsive. Collision made it harder for me to dodge cones, as I used to roll directly ahead out of them and then spin around. That acts wonky. I've gotten pinned in crevices unable to dodge out because of collision with bears. I'm trained to turn and burn on a tank. I grab it's attention, I spin his butt around, and let the stabby and spell slingers hit it in the back.
I also noticed spell effects often were delayed. Stonefist cast, I'm running right alongside the boulder..... it hits after I run past the bandit...
But I'm not sure whats up with that. I know I probably need to reboot my machine(it's been a week almost now) so that might have something to do with it.
Seemed less smooth than before, but I didn't have the constant lockups and CPU assassination that I did before.
I liked the fixed quests, although not sure how much to believe about that, since it seems the problem was a population one, and no telling how many was online for this random session. I was disappointed in the fact going to the small islands off the coast, and getting the message from a NPC "Yeah, you just washed up here out of the water", left me hoping that all those get fixed before launch, since the new starting spot is the big city. It will svck for the story, to go to the small islands and then get messages from the NPCs that make you think WTF are they talking about.
Just wish there was more of a heads up on this beta round, but all in all it was worth the time played to get some much needed ESO fix in. Now let's get a early April Fools in, by having 5 day Early Access begin on the 27th 3 day on the 29th and launch on the 1st!
It's been said that they have found errors that were causing these bugs, I have read it somewhere this Friday. It was official.
BTW, they have changed armor looks, green items looked much better than week ago, my heavy armor chest that was part of 3 piece set - Dragonscale armor if I remember right - was looking different. Chainmail parts were golden, it was much nicer than before .
2 of the 3 quests in deeshan were still broken that I tried.. so they haven't fixed them all. The horn blowing quest and the quest where you talk to the towns people when you first enter were still broken. The quest where you place the skulls was working.
