Howard himself has said Obsidian probably wouldn't be suited for doing TES. Fallout was fine as Urquhart has been around since Wasteland, Avellone for Fallout 2 and Planescape: Torment, and J.E. Sawyer for Van Buren, and some few others from FO 1 and 2.
TES isn't a franchise they know as well.
For now they won't be involved in any way. Not even an expansion.

I don't think I would trust another developer with Elder Scrolls.
I'd rather have a full and independent game from Obsidian. DLC's (which are the "expansions" of today) are just a waste of time.
You know, DLC is short for downloadable content. An "expansion" released today of the same magnitude of the "glorious" days going to the store to pick it up, would still be considered DLC. I,e Shivering Isles. - With the advent of DLC they can put out smaller stuff that wouldn't be worth the retail space. They can experiment. Being able to download the content has nothing to do with the size. If anything they can get bigger stuff out quicker now. No need to go through manufacturing all those discs and shipping them out. (Though most companies still do that)
But of course, if you think it is a waste of time you can always not purchase it. That is the beauty
