FTR, I was actually able to both levitate and wield a weapon in MW. Now, being able to float and kick ass at the same time is pretty handy. I reckon doing two things at once, levitating and hand to hand ranks up there with wielding two weapons at once. Which should be attainable, other games offer it. Why not TES?
Perhaps it's an engine issue, or a style issue, but devs, if you are reading this thread, ( and I hope you are) levitating in the Black Shalk while going hand to hand on top of slaving dunmers got me critical hits and it was nothing short of awesome. What would be even more awesome would be if in Skyrim, I could levitate while say, wielding numchucks, daggers, or shortswords. Thank you.
Ok, now I have to agree with Khal_of_the_sands, why are you talking about levitating. This is a dual wielding thread, not levitation. Please stay on topic.
As for the whole dual wielding issue, the one thing I'm worried about is how would it be implemented in the game. Like, how would it look visually in-game if I were to dual wield? What about if I were in First person? I know how some FPS games have the controls set up so you use a trigger for each hand.
For those that are stuck on the "Dual-wielding = double attacks/damage" thing, how could you make it so your attacks seemed to flow flawlessly no matter how much you spam each trigger? However, for those that think that the off-hand should only be used for blocking/parrying and special attacks, this makes more sense to me. As you can just replace a shield mesh with one of a dagger/sword, and wallah, you have a parrying dagger. As for the special attacks, those would be the charge attacks specific to dual wielding. I like the concept of dual wielding with using the off-hand for parrying rather than attacking. I just don't imagine attacking with both weapons to look visually pleasing, particularly in first person.
As for the problems on the size of weapons that can be wielded, I agree with generally everyone here that you shouldn't be able to wield anything larger than a shortsword in the off-hand, though it would be cool to be able to wield a full sized sword if i were to become Master in the skill, but I'm fine without that.
I like the whole idea of dual wielding, as I found that a thief either carrying around a large shield or always blocking with a one-handed weapon, particularly a dagger, to be very ridiculous. In real life, blocking with just one dagger would get you killed, but blocking with 2 daggers in a crossed fashion would definitely increase your chances of survival, though I wouldn't recommended trying to block an axe or mace swing in that fashion. It's very painful IIRC. xD
