As one who has an older xbox 360 which can not connect to the internet (does not have the hardware) to down load the expansion packs. Can anyone advise or have any information into whether Bethesda is planning on releasing the three current expansion packs on disk for the Xbox???

No they are not, they you'll have to buy the Game of the Year edition for the DLCs on disk.

All Xbox 360s can connect to the internet, even the very first version. The only change that happened is that the new Slim ones have the wireless adaptor built in.
