It's reasonably well known that, for several years, Todd Howard's team (and Bethesda itself as a company) were desperate to find other projects to tackle besides a constant stream of Elder Scrolls and racing games. It was during those conversations following the completion of TES IV that eventually led to Bethesda obtaining the Fallout IP from Interplay at a fire-sale price, and has given them something else to balance out their other franchises with.
It wouldn't surprise me one bit to learn that preliminary work (at the very least) has begun on the early scripting/development/brainstorming of a potential Fallout 4, using the brand-new Skyrim engine -- games like Brink notwithstanding, it'd be the next logical choice for Howard's crew to tackle once TES V is finally released. And I'm sure they'd love to work on another in-house Fallout game again, after having farmed out the latest one out to Obsidian.
