Perhaps, but I think it has more to do with the fact that the game has a year less of development on PS3, this is gamesas's first inhouse development on the PS3 platform, and the game was most likely rushed out. Keep in mind that the majority of actual game/quest bugs exist in all platforms. In any case, seems like the developers couldn't figure out what to do with loading the game data efficiently enough to keep the game from stuttering/freezing.
Then they shouldn't have released the DLC/GOTY for the PS3 or at least until it was playable.
