Bethseda You Need Help-Tales of Mannequins

For me I am dungeon splunker and of the many hours I have put into this game, someone please explain to me, wtf is up with these mannequins. I keep finding them in strange positions, open a door, and there is just weird mannequin [censored] all over this game.

Exhibit A, I was in a dungeon, I open a stall, only to see a mannequin holding a pink flamingo, standing on top of the toilet

Exhibit B, I was in another dungeon, I walk into a room, and see a pair of mannequins in a line near a Nuka Cola machine

Exhibit C I find a ring of mannequins all staring at each other for some reason

Why Bethseda? Why?

If anyone has ever played the game Condemned, you'll understand why mannequins are not cool. And to find them in unusual places, I don't expect them, in unusual scenarios, just whhyyyy.

My personal favorite is the female mannequin wearing Welding Goggles and holding a Total Hack magazine to cover her crotch - bonus points, the Total Hack magazine is for spotlights.

The same with Tedddybears, though they are not as creepy. With mannequins, I have sort of assumed that in world with people having no real need for mannequins, and more drugs than they can use, the mannequins in interesting positions have been put there by people who thought it was a good idea at the time, while drunk or high in some cases.

Beth's mannequins have always been a bit... scary. In Morrowind l had a trophy room in my player abode. To show off cap[tured or trophy armor, I had mannequins... but they'd move when I wasn't looking. One day I walked into the room, and all ten mannequins were turned North, facing the end of the room where I had placed an altar to display weapons. then I found out the mannequins were in reality NPCs who were given 0 health to start with, and they die every time the cell is loaded. You could hear their death moans on entering the house.

Mannequins have remained strange throughout the Beth games I've played, and now in FO4 (possible spoiler)

Spoiler
I walk into a bathroom, and there are several armed (and naked) mannequins standing around a bathtub filled with water and a headless skeleton?
