Sort of. Genocide isn't fun, but in the end both are going to destroy the world - the only difference is that after Alduin eats it, a new kalpa will begin and a new world will rise; but if the Thalmor succeed, the world of mortals will be unmade permanently. So yes, it seems that Alduin is a better option.

You mean ending the Kapla for good and returning everyone back to their original god like form? Well, I suppose it depends on who you ask. Alduin is just doing is mythological duty, enabling the birth and rebirth process (which results in the death of all, but the rebirth as well) where as the Thalmor will kill everyone and prevent this from happening ever again at. Personally, I'd rather neither happen.

Alduin dies in a minute and the Thalmor can't even hold Hammerfell.
