Only between the two races, not any other. Which is the better race for a thief lore wise?

I prefer the Khajiit as thieves. Can't really cite anything specific, but it was my first reaction to the question and I don't really feel any doubt.

it depends on the khajiit. I'm sure an alfiq would be a great theif, a senche-raht might not be. Bosmer are all definitly great theives; check out the The One Thousand Benefits of Hiding.

Thief skills depend more on the person than the race.

And Khajiit have around 10 different breeds. I imagine the elfish Ohmes-Raht would be far better thieves than a Senche-raht which is basically a Jaguar.
