This is a silly argument, considering dragons, wyverns et al are fictional, and are terms are used to describe creatures of different configurations in different cultures.
Oh, and I think we also have to make a differentiation between "legs" and "limbs" . The dragons in TES, which is a typical configuration for dragons (although not the only one), is actually a six "limbed" creature, with two legs, two arms, and two wings (which are really modified arms). To limit the term "dragon" to only one configuration is silly.
I once worked for Grenadier models (makers of fantasy gaming miniatures) and sculptor john Dennett had sculpted a "Frost Dragon" that had some fur along it's body. He told me a fan once commented to him that "dragons don't have fur", and his answer was "Really? And where have you seen any real dragons that proves that?"
The dragons in Skyrim look like wyrms, but they are the dragons of TES. Every dragon seen in a TES game looked like a wyrm (best example is Nafaalilargus, like someone mentioned before).
Does it matter? Wyvern, dragon, who cares? It's Bethesda's game, they can do whatever they want with it. Glaurung wasn't much of a medieval dragon either, I don't see anyone berating Tolkein.
The snake looking dragons are serpent type dragons and some have 4 legs and some have no legs.

OP, you realize Dragons are Mythical Creatures, and as such have different appearances depending on the culture the particular Myth originated fromt?
a Chinese Dragon is Different from a European Dragon, which Is Different from a Korean or Japanese Dragon, which is different from an Indian Dragon, which is different from the Native American equivalent of a Dragon..
there is no such thing as "Dragons have to look like
all Beth did was use the Variation of the Mythical Dragon they liked the most..
I don't know where your getting this whole "Dragons have four legs"! thing, they are Mythical creatures, and as such there are many interpretations from many cultures on how they should look, many with less then 4 legs...

Dov means dragon in their language
Ra Gada means redguard in their language
Mer means elf
and so on...
It's essentially the same as calling someone from Germany Deutsch rather than German. Deutsch is German in their language, German is German in ours. Neither is "wrong"
Wrong. Dwemer, for example, doesn't mean Dwarf, it means "Deep Ones" or "Deep Elves". Ra Gada also doesn't mean "Redguard", "Redguard" is some sort of corruption of Ra Gada. The UESP says this about them:
"The word Ra Gada became corrupted to http://www.uesp.net/wiki/Lore:Redguard, and although it originally referred only to the warriors of the refugees, it gradually became to be the name used to refer to the whole race." So Ra Gada =/= Redguard
I think our problem here is people thinking Wyverns & Dragons are completely different Species.
Wyverns are under the Category of "Dragon", It's one of the species of them.
Just like a Tiger is under the Category of "Cat", while it's not it's complete official distinguishing name, a Tiger is still a Cat, and there's nothing wrong with me calling it one.
Here's a comparable list of what I mean.

Just like it's fine to call a Tiger a Cat, It's fine to call a Wyvern a Dragon, because that's what they are.
