How does one drain air from a bike tire? does it drain if you just remove the cap, and if not do yo need a tool of some sort? Or can you just apply pressure to the cap after removing the seal?

Grab a flat-head screw driver and push the little rod in the nozzle to the side. Or just put a hole in it.

I wanna drain the tire without damaging it, so that it can be filled again. Its a schwinn and has special tires to acquiring a new tire that would fit would be a pain.

If you take a bike pump and hook it onto the nipble (yes, that is what it's called, so stuff it) and don't turn the switch, it'll release the air.

Bicycle tires are almost all standard in terms of them, so you should be fine.

It being innocent depends on your perspective. I'm twenty and he's thirteen. He's your stereotypical Jerry Springer kid who won't do what he's told, mostly because his mother is never home and refuses to ever punish him.
