I would bet a month's salary that dragon shouts played no small part in the decision to eliminate spellmaking.
Just as they hamstrung enchanting in Oblivion so that sigil stones would only be mostly useless instead of completely useless. If there's a core game mechanic that has the potential to make a new gimmick less exciting than it might otherwise be, that core game mechanic will be changed if not eliminated entirely. It's the Bethesda way.
