This terrain bug has plagued me for three months now. It pissed me off so bad that I uninstalled and then re-installed my game. sadly the bug is still there. I tried to google a fix for it, but I can't find anyone who has the same problem. It occurs in most places, but it is hardly noticeable, unless I am in a snowy region. when it appears in the snow, it makes my head spin and makes me want to punch a shark in the nose. I tried to install static mesh improvement and the HD 2K textures, but it does not fix the black lines!
In case it has something to do with the problem, here is my load order.

I have a few other texture stuff, but it doesn't appear on the load order.

Hopefully you guys can help me out and get rid off this plague forever.

Intel i5 2500k Sandy-Bridge 3.3GHz
8 GB RAM
AMD 6800 series
1 TB Harddrive

This issue has been resolved everyone, it turns out the problem was the ENB, it was causing those black lines to appear.

So, how did you solve it? I have the same problem. And I'm using ENB too.
