I have captured the soul of a humanoid NPC (Dremora Lord) but what do i do with the (Grand) black soul gem? Can i enchant Items, weapons, armor etc. ??

Yes, you can use filled soul gems to enchant items. A grand soul is the most powerful kind.

Necromancy is perfect legal in the empire. There is just a guild of madmen who go around killing people who work in morgues.

Yes, as said above, necromancy is legal. It is simply the current policy of the guild of mages to ban its practice within the guild.

There is nothing preventing black robes from forming their own guild and kissing zombies or whatever they do.

Is there any truth to the following statement?

Placing a Soul Gem into an Alter with a ring, amulet, clothing etc. will enchant the item that has been placed in the Alter.~

If true can the same process be completed with a black soul gem that is carrying a soul inside??
