It really depends on what type of weapons you're going to use. Revolvers, Lever Action Guns and Shotguns would really benefit a lot from Rapid Reload, but for a sniper its not really needed.

Black Widow could be useful with the majority of enemies you meet being men and some interesting dialogue. Though the usefulness of the dialogue can be easily ignored with high enough Speech.

I have never found much use at all in Swift Learner or any other perks that add experience and skill points. You will get more then enough experience points over the course of the game to easily reach your max level.

I only think Rapid Reload is useful for the heavier weapons, so unless you plan on using Minigun and Light Machine gun I'd say go Black Widow.
Swift Learner is crap though.

To further expand on the reason why I'm against Rapid Reload is that every weapon for Guns is fast enough as it is.
And +25% faster reload speed? The only weapons that are a pain to reload are the heavy weapons.
Besides, Black Widow, Cherchez Le Femme, Lady Killer and Confirmed Bachelor opens up new dialogue options. :D

(Btw, Black Widow now means you're hetero sixual, in order to become bisixual you need Cherchez Le Femme as well, and for gay you need only Cherchez Le Femme)

As much as I hate admitting a flaw in my favourite Gun, Lucky does benefit quite a bit from Rapid Reload. Of course that is if the thing your shooting is still alive at the point where you need to reload.

Still, most Guns reload quite fast, so Rapid Reload is barely worth a damn except for weapons with absurd reload times.

Rapid Reload is good for single-shot weapons (Single Shotgun, Sawn-off shotgun, Gauss rifle, Missle Launcher), lever guns (especially Trail Carbine), hunting shotguns, Grenade rifles/launchers, Holorifle and heavy weapons of both Guns and Energy type, from K9000 to Tesla Cannons. If you prefer magazine-loaded military-style weapons, it's pointless to take RR. (LMG, by the way, reloads rather quickly).

However, Black Widow is not as useful as it seems. My understanding is that taking this perk is balanced out by causing fewer members of human factions to spawn as male, so your main gain is vs. Legion as the only all-male faction + new dialogues with some characters. Whether or not it's worth a perk slot can be debated. I generally prefer taking an extra level of Aciton Boy or a VATS accuracy perk.

Black Widow.

Why reload faster if you can kill x with y in 2 shots.
Swift Learner, well you level up anyway and it doesn't make much difference

Now that I think about it, Intense Training is much more useful then either of them.

Black Widow is the stuff! My bar none, favorite perk! 10% against, pretty much all of the important, difficult to kill characters and story lines with sixy results! :disguise:

In F3, I've seen a few Black Widow dialogue options, but I have yet to encounter a single dialogue option in FNV and I'm currently level 13 with around 30 hours of play. I was hoping to come across at least one dialogue option. If not for the damage, I'd otherwise regret taking the perk.
(EDIT: I Finally came across Black Widow options when I entered New Vegas. It did make the quest smoother, but I still regret the decision to take it as far as dialogue options go, which was my desire for getting it.)

When I liked none of the perks when I was at level 8 (currently level 30) I picked Rapid Reload.

The reload time of some guns (like the Assault Carbine) is ridiculous, if it were any faster reloading the gun would be faster than me pressing the button.

There are a good amount of them hidden around the game.

I believe there are some on the Strip, a handful in Freeside, and one or two in Westside.

Don't hold me to that though, I've never played a girl character myself.

I'd go with Black Widow, but then like Gabriel I'm partial to having as many dialogue options as possible. Swift Learner is utter junk, and should have been excised from the perk list during development like the '+skill' perks were, since it's basically the same thing, albeit deferred.

Rapid Reload is not a bad choice, per se, however unless you're playing a Cowboy spec you're not going to get much use out of it save in situations where you're horribly outgunned anyway. You'd think it would be good for a Heavy Weapons Specialist, however most of those weapons will kill whatever you're aiming at by the time you need to reload, especially when using custom ammunition, and the ones that don't (LMG, Auto-Rifle, etc.) have fairly short reload times already so won't see much benefit.

Matter of opinion, or rather, your character preference.

I personally consider it a sin to go WITHOUT rapid reload, but then again I tend to stick with cowboy weaponry.
Lucky and the Medicine Stick, if you build a character towards them, can be absolutely devistating, but both definitely require Rapid Reload, cause otherwise you're not gonna have TIME to reload.

So yeah, to be honest I don't think we can even answer OP properly. OP, I guess take Black Widow for now and if you find yourself enjoying revolvers and lever-action rifles later, pick Rapid Reload up too.

Interesting, does Lady Killer do the same with females spawning?
