I have the mod BlackLeatherArmor by Someone1074 at the Planet Elder Scrolls Oblivion mods site and I can't find where you get it. The mod says;

"Location: A small chest very close to an NPC who initiates the quest to enter the thieve's guild.
(And no, not a beggar) "

And I looked there...

I've looked where Armand, Amusei, and Methredel hang out at night, not there. Looked in the night elves house who gives you the "suspicious note," and looked in Armand Christophes house.

I'd pretty much guarantee its near the meeting place in the waterfront.

Do you have any mods that alter that area?

I don't think so, unless OOO does something, or COBL

That's good, because I downloaded the mod and looked at in the CS and I thought you might be having vision problems.
