Does anybody know of a blank town banner resource? I'm talking about the guarskin banners, similar to the shop signs, with the names of towns in jumbled Daedric letters. Any kind of blank shop banner similar to the vanilla texture would be good, too.

I don't know of one for the vanilla texture.
