Blessing of Talos and Shout reduction : V

This thread asks questions two fold.

First, can someone please explain to me why the blessing of talos tells me it "reduces shout time by 0%", and if it actually works.

Second, what items reduce shout cooldown time?

1. Thats been glitched out for so long, dunno if it actually effects shouts anymore, dont think it does.

2. AFAIK that amulet is the only vanilla item that can use that enchantment.

That 0% thing is a display bug (typo), the blessing works just fine; it is really 20%.

The Talos amulet is the only item in the game that has the fortify shout enchantment. The dragon priest mask "Morokei" was supposed to have it, but it was never applied due to a bug.

Both of the issues (the 0% display and the mask) are fixed by the Unofficial Skyrim Patch, which is only available to PC users.
