Blessing of talos does...... nothing?

I went to a shrine of talos and got a blessing, i looked to see what i got and it says something like "time between shouts reduced 0%"... .HOW IS THAT HELPFUL.. no wonder the thalmor hate him.

Do blessings help? I'm not sure. I generally use the various shrines simply to remove any diseases.

Edit: just checked the UESP and the shrine of Talos decrease the time between shouts by 20%.

It's a typo; it should read "time between shouts reduced 20%". And it works.

Yes, the blessing of the Talos shrine decreases your time between shouts by .... 0%

I have no idea, maybe there's a quest or something about it?

It's a display bug, according to what I read it decreases the cooldown of shouts by 20% but the bug shows it as 0%
Testing has shown it works as intended tough, it just shows 0 instead of 20.

unless what I'm reading is wrong in which case you can panic now.

The Thalmor messed with the UI. Still vainly trying to 'prove' that Talos is not a god.

sweet... i wonder if it stacks with the amulet of talos im wearing..... more importantly i wonder if that amulet is the reason thalmor have been attacking on sight.

I wear the amulet all the time. It is supposed to stack with the Blessing. Also, there is another item in the game that reduces the time between shouts 20%. So, it is possible to have 60% (or so) less time between shouts.

The Thalmor have a hit squad like other factions do and if you do certain things in the MQ, they come after you. Otherwise, you have to have a discussion about religion with them to get them to play.

I must have goofed this. I have never seen any Thalmor walking around and they certainly haven't attacked me.

You need to walk the roads to find the Thalmor. If you fast travel a lot, then your chances of seeing them, or anyone else on the roads, is greatly diminished.

What is this third source of shout reduction?

Also for anyone on console that wants 100% shout reduction, you can use fortify restoration potions with Amulet of Akatosh to achieve unlimited shouting.

I've had an awful lot of difficulty trying to get the Thalmor to come after me...I openly mug them when I see them (hey, the fine is less than a parking ticket for my horse, and the booty earns you a good living), I'm rude, I made no secret of my dislike for them at any opportunity, and hey, I even call in at the embassy and give them a stormcall whenever I'm in the neighbourhood...and after 600 hours of playing like this I've only recently had a Thalmor tell me I'm on their hit list...and never once have I come across any of them specifically coming after me.

I don't know what I'm doing wrong...it's very frustrating.

The necklace and the blessing do stack. I've tested it. It's not that hard to test it.
