The Blessing of Talos, which is supposed to reduce time between shouts by 20%, is not working if you're already wearing the Amulet of Talos. The Blessing reduces the time by 0% instead of 20%. Unequipping the Amulet of Talos doesn't fix the issue. Not sure if it's intentional?
