this is a glitch, it talks about it on the unofficial elder scrolls page....it is supposed to be 20%, i think it only happens on xbox...

do you have the necklace that reduces the time between shouts too? I don't think they stack.

I play on Xbox and I can vouch for this. The text under "active effects" will read 0%, but it really does give you a benefit.

Wearing an Amulet of Talos my cooldown for Elemental Fury is 24 secs. With the blessing AND the amulet, it was 18 secs.

It happens on PC too and it's not because of the necklace.

Nah this happens on the PS3 aswell, i never understood it...im sure it will get fixed eventually though...

That happens on PC as well....probably makes sense if you already have the amulet....getting over 20% improvement would make the game a bit silly

I play on PC and I got the 0% too.
The Amulet however gives the 20% it says it does, the Shrine in Whiterun is the problem.

Necklace: Works
Shrine: Broken

Since I can already tell people are confusing the two.

it s the same on PC... at least in my game... i thought at first it is a side-effect of the banned Talos worship that his shrines don t give a proper blessing, but turns out it was a bug
