When ever I get a blessing from Talos, namely it's close and I need to get rid of a disease, it says Dragon shouts time reduced 0%. WTF? At low levels, even at a mid level still the same. So I am wondering is the Talos blessing useless?

I started a new game so never got much into the main quest. Was about to go to some party of somesorts but never did so not sure if Talos gets better or what. Please no spoilers.

It does say 0% but it has an effect, same as the neck IIRC, and they both stack.
Simply test shout cooldowns with and without it, you'll see the difference.

It gives 20 percent faster cooldown time for Shouts.

Thanks guys, I am on the 360. I did test it out along time ago, and never noticed a differcne. I am on the 360 so no mods for me. So is it a 20% quicker cool down? I just wanted to make sure.

Yes, it does cool your shouts down 20% faster for sure.

Yep, Blessing of Talos give a -20% Cooldown for Shouts. It stacks with the Amulet of Talos, for a total of -40% Cooldown for Shouts. One of the more useful Blessings, i'd say.
