Hi, I'm pretty new to modding and I'm having trouble turning Blizzard into a concentrated spell. Anyone have any tips on how to do this?

I've managed to get the player animation magicka drain right but at the moment a Blizzard spawns at the player location and sits there for the default 10 seconds. I basically want the spell to be a Frost Cloak using the blizzard animation but to only persist as long as the spell is held if this makes sense?
