Blocking with a sword : V

Hey!

I want to know if it's good to block with a sword, or a dagger !?

And i would like to know the perk '' Shield Wall '' ( Blocking is 20% effective ) can work without a shield?

In the block perk tree it says to block with weapon and shield in its description so yes is the answer, but any perk in the tree that mentions shield specifically will only work with shield.
