Blood on the Ice - Quest Breaking Glitch

I'm not sure if this has been posted anywhere yet but I wanted to make sure Bethesda is aware of this glitch as it seems to be a pretty bad one. Spoilers will follow...

In part 2 of the "Blood on the Ice" quest in Windhelm, I have run into a glitch that prevents me from completing the quest. After speaking with the Court Wizard (currently in the Windhelm dungeons) and receiving the next objective "patrol the stone quarter at night" the quest then updates immediately and "completes" this objective. Even though I am literally still in the Windhelm dungeons and it's daytime. The objective updates like 2 seconds after receving it. Then the objective changes to "catch the killer" and when I go back outside into Windhelm, the killer runs right past me (with the objective arrow over his head) and makes a bee line for Hjerim. I've tried everything from killing him in the streets of Windhelm before he makes it to Hjerim to following him to Hjerim and killing him in his house but nothing works. Whenever I get his health down all the way he drops to a knee, sits there a moment and then gets back up with full health. I can't talk to him either. I even tried leaving him alone and going to the stone quarter at night (3 nights in a row) to try and "catch" him in the act but he never leaves Hjerim. So - I am pretty confident that this quest is bugged. The thing that makes this worse is that I've heard from other users that this quest is required to eventually be able to purchase a home in Windhelm. Anyway, hopefully Bethesda will address this in the next patch.

Also, this is off topic from the quest but I'm also having a bad problem with the D-pad being unresponsive in the menus. Almost everytime I open a menu (even the favorites) I usuallly have to flick the anolog stick around for a few seconds before the D-pad will respond. I've heard other users complaining about this as well but thought I'd mention it here as this and the aforementioned quest are the 2 main problems I've run into so far.

Bethesda, please fix these issues in the next patch!!! I love me some Skyrim but these 2 issues are quite the annoyance. Thanks!!!
