Bloodmoon Draugr and the Wood Elves

So, the draugr in Bloodmoon exist because while they were living they had to resort to cannibalism to stay alive. The All-Maker (who I assume is Kyne) cursed them into undeath for this as it was a perversion of nature. However, the Wood Elves have their own aspect of her, Y'ffre, and cannibalism among them is a highly common thing. Do different aspects of the same God impose different rules on different people?

The All-Maker is Anuiel (Likewise, the Adversary is Sithis). Y'ffre isn't an Aedra, but the first and greatest of the Earthbones.

And I always thought that the curse on those Draugr would have kinda pissed off Arkay. Kinda undermining his work after all...

I was under the impresstion that the "all maker" was the Skall verstion of one of the Aedra or Daedra and that in reality one of them put the curse of undeath in the north for their reasons. From what I can tell, Draugr or spontaneous reanimation, seem to be a northern phenomena. I have not heard of it happening in any other province.

Y'ffre is Ehlnofey then?
He is (or was) an Aedra. He is just not one of the Divines. Divines =/= Aedra.

It seems they do.

However, as I have understood it in Skyrim the draugr are not created by a curse on the ones who partake in the flesh of their own kind. As I have understood it they are the nords who once worshipped the dragons and served the Dragonpriests. I can't remember the title, but IIRC there is a book in Skyrim explaining how the draugr regulary give what blood they have to the priests.

The Earthbones are et'Ada (the pre-Mundus gods, without the distinction between Aedra and Daedra) who sacrificed themselves to make the world.
