So who tried it out, is this perk still leading to enemies having very sensitive limbs?

Can you still shoot off a limb without having a total dismemberment?

Well...thats kinda the perks job.

Asking if bloody mess totally splatters somebody is like,asking does a boat float on water...

I could imagine it to work otherwise... in F3 it started to be annoying after a while.
