When I was playing through the quest G.I. Blues I was about to turn in the quest and get the achievement but when I returned to the the kings, The King wasn't anywhere to be seen I look on my map and followed the arrow it said that he was located on this couch when I went there I could hear his dog barking but I couldn't see the king or his dog so if Obsidian and/or Bethesda patch this so I can finish the quest and get the achievemnt I would truly injoy it thank you.

Try waiting a few days in another zone so the area can reset. Also if you are on the PC and know The Kings ref ID you can use the console to move yourself to his location or vise versa.
