Whats your opinion? Would that make fallout more interesting? To prevent being OP, DT of armor can be reduced and moved to boots and gloves. There can be special boots n gloves, like boots that help ur sneak skill. Gloves that improve your medicine skill, etc etc.

It would be cool, but there would have to be certain restictions. If you were using brass knuckles, you couldnt be able to wear gloves. And there couldnt be boots and gloves for all types of apparel, because you cant walk around in power armor boots while wearing sixy sleepwear. If they added boots and gloves, i feel as if they'd also have to add shirts and pants, much like having cuirasses and greaves in The Elder Scrolls.
