I think it said they use vertabirds in Fallout Tactics, and they used jeeps in that game to, but you really can never be sure.

Nuuuu. The BoS don't take anything from anyone. If it's unclaimed, they will assume sole exclusivety of it. If it is already claimed, they will bargain for it.

No, they used airships in Tactics. FOT takes place before FO2, so they couldn't have vertibirds yet.
