BOS Occupying Helios One

I read somewhere that there is an ending where the BOS move in and occupy Helios One unopposed. I suspect that this has to happen with Hardin in command as the new elder because McNamara is to much of a coward to do it. Also I suspect that the Archimedes II plant defense system would have to be active and any Legion that came in to occupy the plant would have to be eliminated first. However, I am not quite sure if this will have an effect on Veronica's quest. Also I cannot figure out why the BOS and the courier don't make an alliance when the courier opts for an independent Vegas especially when the BOS are severely outmanned and outgunned by the courier's robot forces. Seems to me like the BOS and courier make a good team especially if the BOS are allowed to occupy and fortify Helios One. The BOS could then provide security along highway 95 and use the satellite laser from Helios One to destroy any further incursions by either NCR or the Legion military forces but still protect any NCR citizen wanting to get to the strip.

Protect the civilians of their primary enemy? Please.

They'd rob the civilians of anything worth taking on the grounds of "confiscating it" and send them packing.
