Bottlenecking with DX11

Hey guys,

I noticed my frame rate drop by about 15% using DX11, but that the GPU and CPU usage also dropped considerably compared to using DX9. There are times while playing when CPU and GPU usage are not at 100% and my frame rates drop to around 30. I'm trying to determine where the bottleneck is in these instances as neither CPU nor GPU usage are maxed out. With DX9, I notice the CPU pegged at 100% the entire time, indicating a CPU bottleneck, but DX11 is different.

I'm wondering if its a CPU cache issue, or memory speed issue.

My specs are as follows:

Athlon II X2 3.0ghz (2MB cache)
GTX 560 1gb
4GB DDR3
500gb HD 5400rpm
