bought retail version and is redownloading from steam?

Hi, just wanted to know if this is normal . I have bought the retail version couse Ilike to have the small little things that usually ( well once ) developers were used to put in the boxed sets , I hoped to see something like Witcher 3 , but with Bethesda are gone the days of Morrowind with thenice hand painted map and because my connection to internet is not really fast !

Anyway I went to install and it asks me the code etc , I do all and it starts installing , but It says its downloading from steam ! and it needs 8 hours to complete with my connection!

Is this serious? I wanted to install directly from Dvd and instead I have to be forced to download the game from steam anyway ? Why this ? ITs taking ages with my crap connection!

I'm having the http://www.gamesas.com/topic/1544504-please-include-the-entire-game-in-the-physical-release/, though for me it was thirteen hours. It's still not finished downloading, and now I'm off to bed. I'll have to wait until sometime tomorrow to play the game.

It was http://www.vg247.com/2015/10/22/fallout-4-pc-cant-be-installed-from-disc-alone/ - though unfortunately I didn't know that ahead of time as they neglected to mention it, say, as part of the https://bethesda.net/#en/events/game/prepare-for-the-future-fallout-4-important-release-info/2015/10/08/35. I think that would have been an appropriate time and place for it.

Only ~20% of the game's data is actually included in the physical release; a single DVD, in other words. I can only assume they (a nebulous "they"; I don't know who exactly) didn't want to spend the money on the extra DVDs and the multi-disc DVD case it would require.
