Just because it's such a convenient hub of mechants and trainers I'm trying a play through where I don't visit Balmora. Only thing I'm stuck on finding is a Bound Bow Spell. I checked UESP and they only showed them sold in Balmora but they sometimes miss vendors so I thought I'd ask here. I do have the game of the year edition so a trip to Mournhold or Solstheim isn't a problem.

The two people in the Balmora Mages guild are the only people with that spell for sell.
No one in Tribunal/Bloodmoon has it.

If a bow enchanted with bound bow would work for you, there is one in a bandit cave east of Suran. It's just NW of the Stronghold.

Thank you for the responses. May have to bend the the no-Balmoral rule to get it. I like to make a custom one mana point, 18 second duration version of the spell so I don't have to lug around a bow.
