There may be bows and crossbows already. The amount of guns in Fallout NV are double as many as there were in Fallout 3. PS. In Fallout 3 there was that dart shooter, that could count as a crossbow.

I think bows and crossbows wouldn't work to well against DT. It might be useful against animals and mutants, but not so well against armored humans. Explosive tips would definitely make things interesting though. It's a shame that there probably won't be bows.
