I'm not sure what would be the 'best' specifically for your 16 year-old, since I don't know anything about her. Do you get the sense that she has some sort of preference? If she's actively running from the law after stealing that sweetroll, perhaps she should just grab whatever she can find, for the time being, even if it's cheap iron or steel.
My main archer elf also prefers silver. Can't go wrong with silver. Nothing to re-enchant, yet these bows still can damage any enemy in the game. She also has a black bow, a Bow of Scorching (10 pts. fire damage), and a silver crossbow (mod). The crossbow is better for one-shot-kills while sneaking, but it's harder to aim over long distances.
I've got another archer (a skooma-dealing dark elf) who carries a black bow around. He is part of the Bandit faction in his game (console stuff) so he sees himself as a bandit, in a way. Black bows are (I believe) the top non-enchanted bow a bandit can wield, assuming the character's level is not deep into the teens.
If you just want good stats, I would try to get Hatreds Soul. It does the most damage and because it drains speed, you victims will just stand still give up combat after a few seconds.
I also had good fun with a custom enchanted silver bow with fire damage.
