They should bring back the ability to use Stims and other Chems on NPCs. It also provided a pretty interesting way to cleanly assassinate people when the Super Stim Debuff from 1&2 was a reduction in hit points. Shoot someone up with 5 or 6 Stims, wait an hour and they'd suffer a heart attack.
Doesn't make any sense, of course. Who would let you just sit there sticking them with needles? But I'd still like the feature for how many NPCs I come across who get damage limbs (usually legs) and never walk straight again.
