Recently, I have found that whenever I get into a brawl, I can never win because whenever the opponent is beatten, he just gets up and just stands there. Talking to him just brings up his usual dialogue before the brawl, and continuing to hit him does nothing. He just stands there scowling at me. And everyone in the area just keeps following me around, screaming the usual brawling banter.
Any help would be appreciated.

As for the validation, it just says "1 files failed to validate and will be reacquired." I'm not quite sure what to make of it.

I wouldn't worry about the 1 file thing. It's a common issue with these Bethesda/Obsidian games. Since you are using mods, then I always suggest you start there for a likely culprit. ALot of issues are mod related.
Have you sorted the load order at all with BOSS or LOOT?

btw - you don't have the Unofficial patches installed. (Skyrim + High Resolution texture pack)

That might help but it might not be needed since the issue is likely with Wet and Cold.
In the Mod Configuration Menu for Wet and Cold there is an option disable or enable effects on cloaks. There is a note that that feature may cause issues with Hand to Hand Duels.

Okay, after playing around with its settings and turning it off completely, I can confirm that it is definitely not Wet and Cold.
I didn't think it would be either. Wet and Cold is a relatively popular mod from what I've seen, and I can't find any evidence of this problem coming up with anyone else. So I'm guessing that, whatever mod might be causing it might be one of the lesser known ones.

I have had it a few times with Wet and Cold but that was back when I played skyrim quite a bit. Disabled that feature worked for me. But that might have been on an older version of the mod. I have not used that mod for quite some time. I have only played Skyrim for a few hours in the past few months.

I did disable the cloak spell feature and even turned the entire mod off. I also tried out the brawl fix. Still the same result.
Although, if you can Erz, do you remember EXACTLY how you fixed it? Did you just disable it, save, and reload your game or did you have to leave the area and stay away for a certain amount of time?

Have you tried an earlier save? Careful about disabling mods then overwriting your save game. This is generally a bad idea. Just a warning. It can cause problems.
That said, you can try simply disabling (unchecking) all your mods and try the game and see if the issue remains. The DLC can stay checked. Again don't overwrite any saves while doing this.

I went to an earlier save and then disabled the cloak effect in MCM and then closed the menu and created a new save and then restarted the game and it worked for me.
If my memory is correct the only time I had that issue with the cloak or any Brawling issues was with the Companions Guild when you need to dual Farkas or is it Filkis when joining the guild.
