That's pretty much exactly what it is, by your definition. Beth never needed it before, but now they add it to attract more non RPG gamers (they've been pandering to the lowest common denominator since Oblivion). A feature that does nothing but read lines of dialogue for you, while simultaneously limiting overall dialogue and role playing.
Or perhaps they wanted to do something different... it is, after all... their choice to make. Not yours, or mine. They are the developers, we are the consumers... We get what they create, and they have the freedom to choose what goes into the games. If you don't like it, you have the choice not to buy the game.

Question: was your dialogue not already limited in the unvoiced lines provided previously? For instance, if you wanted to say something funny but all the dialogue options are bland? Or you thought a dialogue option was sarcastic but the person you're talking to reacts seriously? Or you're rolling a logorrheic hustler but all the lines are short and to the point?
When the game does not give you options you play with motives instead.

As for voiced, I don't see it being an issue other then Forced Sole Survivor and RIP Alternate Starts. I'd be more concerned about the writing then Voiced Protagonist.

Voiced dialogue isn't "dumbing down" and to imply such disparages legitimate arguments for such.I'm not a Bethesda apologist, I've made a video excoriating Bethesda for their treatment of the Fallout series ( https://www.youtube.com/watch?v=TelWEj-RU5A) and there's very little of Fallout 4 that is redolent of the original Fallout games.
But articulating lines of dialogue isn't eschewing depth, but rather the inclusion of 4 mapped dialogue options that merely contain a holophrase rather than an articulated sentence is dumbing down IMO.
As is the gradual removal of skills and player stats, leaving a system that is becoming more indicative of modern FPS games, or distilling morality as merely a choice of good or bad (Fallout 3 being culpable of this).Or the expungement of any meaningful consequences in Fallout 3 (hopefully the new fail stats in fo4 rectify this).

As for the topic at hand (the actual topic made by the OP), I don't think his tweet was much of a spoiler. Doesn't really imply much besides the Sole Survivor from Vault 111 shooting someone. I guess we now know the Sole Survivor shoots someone important? Which one could have guessed would likely happen at some point in the plot?
Yeah I don't see anything spoilery there at all. Saying the 111 Vault Dweller shot ____ in a Fallout game is like saying you drive a car in a racing game. That's a given.
