The "Weapons" option under "Characters & Weapons" is flashing but I don't have any new attachments or anything. Also, sometimes when I finish a level it says I have new stuff for my appearance but when I check, there is nothing new for Security or Resistance. Please help.

you sure its the weapons tab flashing and not the abilities tab, mine always flashes cuz i got a skill point i haven't spent.

Which platform are you playing on?
What level is the character your referring to?

Im sure its the weapons tab, and im on ps3, lvl 14.

change to heavy so you see all weapons and attachments

also with the appearnce if you have a char that has alrdy unlocked the cloths or if you sold skills and lost a level it still says you unlock but dosnt show

is this an extra character? when my second character levels, I still get the New Outfits alerts, but everything is already unlocked. The alert is just hard-wired into the leveling system. about weapons, try swtching to heavy and check if those have any unlocks.

Yes thats it!! My characters a light so being a heavy would reveal all the weapons!
