Your post is very difficult to understand, but I'm guessing you reset your abilities and went from rank 3 down to rank 2? This is normal if you reset your abilities right after hitting level 10 and went back down to level 9. It should unlock rank 3 abilities once you level up again.

Unlocks take place at levels 5, 10, 15, and 20 for body size/abilities

Anytime you clear your abilities, you rank down.

So if you just reached level 5, but clear your abilities, you are set to level 4. Level 4 = no abilities. Once you regain that level, the abilities are presented again.
