My L key on my Keyboard is broken, thus I cannot do many things on Fallout 3. How can I open up OSK on Fallout 3? I tried opening it up in a windowed version but it didn't work.

You just can't. You'll have to get a new keyboard. They aren't that expensive, I mean if they're cheap if you buy an older one used.
