This is kinda funny I first killed him when he was trying to take all my stuff with his scam, then I go back for a quest later and he's back(alive). Anyways I guess it wasn't the "same person" because I got to use the threat "I killed the last guy running this scam". Well at least thats more clever then just respawning the guy for a quest like nothing ever happened or making him essential.
