Bug or Feature?

When playing FCOM the magnitude of a feather spell, specifically from Mule II, has suddenly stopped working properly. The spell is magnitude 75 for some period of time. However, when I cast it the feather effect under the spells tab only lists magnitude 31. Likewise feather effects from a pair of boots magnitude 65 are now reading as 33, when feather is cast it reads 0. It seems that only the first improperly applied effect is active, previously both were applied properly and stacked. This was with casting effectiveness at 100 (80 when boots equipped). The only stat damage is -1 point of Personality.

The only mods I have installed that touch magic other than the Official DLCs (with unofficial patches of course) are OOO and Race Balancing Project. I seen no mention in either readme of spells descreasing in effectiveness after a certain number of castings. It pretty much went from one time casting it and getting a feather with proper magnitude to feather magnitude 31. Is this some kind of undocumented feature or have I stumbled upon a strange bug. Wierder still, I loaded a save game from yesterday and the spells/effects work fine. All I've done since yesterday was sell stuff, train, advance a character level, train a bit more and clear a dungeon. The funkyness started either during or after my last trip hauling loot out. Any ideas?

Is the spells effectiveness the same with armour as without armour?

Look at http://www.uesp.net/wiki/Oblivion:Feather article about Feather on UESP. Read the 'bug' section. That is probably your problem.
